Establishes rules for public agencies to follow when disposing of digital copy machines to protect consumer information and prevent identity theft.

Requires the department of general administration to include in any digital copy machine contract a provision notifying the purchaser or lessor of their obligation to properly handle and dispose of any records stored on a digital copy machine before returning, selling, or disposing of the digital copy machine.
