(DIGEST OF PROPOSED 1ST SUBSTITUTE)

Requires tobacco products be stored in a location that is inaccessible to youth.

Authorizes the liquor control board to suspend or revoke a retailer's license or impose a monetary penalty if the board finds that the licensee has violated chapter 70.155 RCW (tobacco--access to minors).

Authorizes local jurisdictions to adopt local ordinances or regulations so that local concerns regarding youth access to tobacco can be addressed.

Prohibits a person from displaying or storing tobacco products where those products are accessible to consumers without direct assistance by sales personnel.
