Modifies traffic safety provisions relating to: (1) The duration of a yellow change interval at traffic control signals;

(2) Requirements for signage, reporting, and analyzing proposed locations for automated traffic safety cameras;

(3) Limitations on how and when infractions may be issued;

(4) Compensation for camera vendors; and

(5) Use of revenue from infractions.
