Creates the Washington investment trust to promote agriculture, education, community development, economic development, housing, and industry in Washington state by building a resource to help stabilize and grow Washington's economy.

Creates the investment trust blue ribbon founding task force.

Provides for expiration of the task force on June 30, 2012.

Creates the investment trust commission which is comprised of the governor, the lieutenant governor, and the treasurer.

Creates the advisory board to review the trust's finances and its members shall participate in committees created by the investment trust commission.
