Requires state agencies and institutions to: (1) Assign all debts over ninety days past due to a collection agency; and

(2) Give preference to businesses that have hired state employees displaced by the act.

Requires the department of general administration to develop a process to certify which businesses meet the requirement above.

Provides certain displaced state employees: (1) Placement on the statewide layoff list;

(2) Severance payments; and

(3) Five years of additional service credit for retirement purposes.
