Prohibits the department of ecology and certain air pollution control agencies from issuing fines or imposing penalties on a person for: (1) A violation resulting from an inspection that was not identified to the regulated party at the time of the inspection and where the inspection was approved by a government official; or

(2) A violation based on failure to provide required documentation when the documentation submitted to the department or authority has been accepted and approved by a government official.
