Modifies commercial shellfish provisions relating to: (1) Approved shellfish tags and labels;

(2) Disposition of seized shellfish;

(3) Harvesting shellfish in a commercial quantity; and

(4) Denial, suspension, or revocation of licenses and certificates of approval.
