Modifies liquor license provisions by: (1) Requiring licensees to post conditions and restrictions imposed by the liquor control board;

(2) Revising the definition of "nightclub" by removing the occupancy load requirement;

(3) Requiring the liquor control board to determine the requirements for complete meals for purposes of qualifying for a spirits, beer, and wine restaurant license;

(4) Allowing certain beer and/or wine specialty shops to sell beer to purchasers who provide their own sanitary containers; and

(5) Allowing domestic breweries and microbreweries to sell beer produced by other domestic breweries and microbreweries under certain conditions.
