Prohibits the sale or display of fertilizer that is labeled as containing phosphorus.

Prohibits the application of fertilizer containing phosphorus, manipulated animal or vegetable manure, or biosolids product to: (1) Turf when the ground is frozen; or

(2) An impervious surface.
