Modifies Washington state ferry system provisions relating to: (1) Collective bargaining, mediation, grievance procedures;

(2) Civil service law;

(3) Public works contracts; and

(4) Liability for damages with regard to the injury, illness, or death of a seaman.

Abolishes the marine employees' commission and transfers its powers, duties, and functions to the public employment relations commission.
