Requires the energy facility site evaluation council to: (1) Provide written notification to the United States department of defense upon receipt of an application for an energy facility site certification proposing an energy plant or alternative energy resource that is connected to certain electrical transmission facilities; and

(2) Post information on its web site for contacting the United States department of defense to assist local governments that are required to notify the department.
