Finds that: (1) Changes in technology and the structure of the telecommunications industry have produced conditions under which traditional regulation of local exchange companies may not in all cases provide the most efficient and effective means of achieving the public policy goals of universal service; and

(2) Local exchange companies should have the option to elect to be regulated under an optional form of regulation and pricing flexibility.
