Finds that: (1) Disabled veterans are individuals who were willing to risk their lives serving in the armed forces of the United States and who had the misfortune to suffer injury during their service; and

(2) If a disabled veteran is in need of housing and the taxpayers are providing government subsidized housing, disabled veterans should benefit from the opportunity to reside in such housing.
