Modifies campaign disclosure and contribution provisions relating to: (1) Statement of organization;

(2) Reporting contributions and expenditures;

(3) Political advertising requirements; and

(4) Public disclosure commission's authority to waive fines for certain violations.

Requires the public disclosure commission to make available to the public, upon request, a sample of any political advertising sponsored within the past five years by a political committee through a request to the appropriate political committee.
