Establishes the clean water jobs act of 2011.

Imposes a storm water pollution fee on the first possession of petroleum products, pesticides, herbicides, and fertilizers for the purpose of offsetting the burden of funding projects and activities that redress state water pollution caused by the presence of such substances in storm water runoff.

Creates the storm water pollution account.
