Requires the state to establish a health benefit exchange consistent with the federal affordable care act to begin operations no later than January 1, 2014.

Establishes the health benefit exchange development board to: (1) Coordinate with the administrator of the state health care authority to successfully complete implementation of planning and establishment grants received by the authority pursuant to the affordable care act; and

(2) Develop a business plan and timeline for establishing and implementing a state-administered health benefits exchange.

Authorizes the administrator of the state health care authority to enter into: (1) Information-sharing agreements with federal and state agencies and other state exchanges to carry out the provisions of the act; and

(2) Interdepartmental agreements with the office of the insurance commissioner, the department of social and health services, the department of health, and any other state agencies necessary to implement the act.
