(DIGEST OF PROPOSED 1ST SUBSTITUTE)

Establishes the office of the chief information officer and partners it with the director of the office of financial management to provide state government with the cohesive structure necessary to develop improved operating models with agency directors and to reengineer business process to enhance service delivery while capturing savings.

Replaces the department of information services with the office of the chief information officer.

Eliminates the information services board.

Creates the information technology advisory board, the consolidated technology services agency, and the consolidated technology services board.

Requires state agencies to: (1) Develop an information technology portfolio; and

(2) Locate existing and new servers in the state data center.
