Requires certain vehicles transporting cattle in certain counties in Eastern Washington, upon entering the state, to immediately stop at a port of entry which is operated by the Washington state patrol.

Requires the Washington state patrol to provide a one-time written notification of these requirements to affected carriers known to have previously entered the state in certain counties in Eastern Washington.
