Authorizes certain educational entities to require background investigations and screenings in addition to record checks through the Washington state patrol.

Requires the superintendent of public instruction to: (1) Issue a request for proposal for persons or entities willing to conduct the background investigations and screenings; and

(2) Inform certain educational entities of the services and rates for various kinds of background investigations and screenings and make this information available on its web site.
