Reduces burdens on higher education institutions by: (1) Exempting them from certain personal services contracts competitive bidding requirements and from contributions for services provided by the division of archives and records management;

(2) Providing for prorated contributions to the higher education personnel service fund based on use; and

(3) Raising the dollar threshold for competitive bidding.
