Reduces, beginning July 1, 2011, inpatient and outpatient rate increases for medical assistance services provided by prospective payment system hospitals.

Permits certain expenditures from the hospital safety net assessment fund, in lieu of state general fund payments, to hospitals in the 2011-2013 fiscal biennium.

Expires July 1, 2013.
