Eliminates the disability lifeline program and the disability lifeline housing voucher program.

Creates the aged, blind, or disabled assistance program, the pregnant women assistance program, and the essential needs and housing support program.

Requires the department of social and health services to review the cases of persons who have received certain medical care services to determine whether they are eligible for the aged, blind, or disabled assistance program.

Requires the department of commerce to: (1) Distribute funds for the essential needs and housing support program; and

(2) In collaboration with the department of social and health services, develop a mechanism through which the department of commerce and local governments or community-based organizations can verify a person has been determined eligible and remains eligible for medical care services by the department of social and health services.
