Modifies renewable energy system cost recovery provisions relating to: (1) The definition of customer-generated electricity, energy storage facility, off-peak hours, and peak hours;

(2) Submission of certification before submitting an application for an investment cost recovery incentive; and

(3) The rate paid for the investment cost recovery incentive.
