Modifies clean air act provisions relating to: (1) First and second stage burn bans; and

(2) Limitations on use of solid fuel burning devices.

Requires the department of ecology or the local air pollution control authority to provide: (1) Assistance to households using solid fuel burning devices to reduce the emissions from those devices or change out to a lower emission device; and

(2) Public education in nonattainment areas regarding how households can reduce their emissions through cleaner burning practices, the importance of respecting burn bans, and the opportunities for assistance in obtaining a cleaner device.
