Modifies alternative public works provisions relating to: (1) Uses of the design-build procedure; and

(2) The request for qualifications documents and the public solicitation of proposals to include the firm's outreach plan to include small, economically and socially disadvantaged businesses and state-certified minority and women business enterprises.
