Requires the department of fish and wildlife to: (1) Offer a beaver relocation permit at no charge;

(2) If it undertakes the trapping of nuisance or problem-causing beavers, capture the beavers with a live trap and work with the holders of beaver relocation permits to relocate the beavers;

(3) Keep records of all nuisance beaver calls, requests for relocation, and relocated beavers; and

(4) Develop a beaver damage management plan.
