Prohibits state government from diverting gas taxes and toll revenues in the motor vehicle fund and other funds to any other funds to be used for nontransportation purposes.

Requires tolls to be dedicated to the project in which the tolls are paid, ends such tolls when the project is completed, and only allows such tolls to be used for purposes consistent with Article II, section 40 of the state Constitution.
