Authorizes regional transportation planning organizations to: (1) Establish eligibility criteria for cities, counties, and transit agencies to enact transit service overlay zones; and

(2) Work with interested cities, counties, transit agencies, the department of transportation, and others to develop transit service overlay zones.

Exempts from certain state environmental policy act requirements, projects in a transit service overlay zone that are less than one hundred fifty residential units and one hundred thousand commercial square feet.
