Prohibits the legislature from: (1) Transferring or appropriating funds in the skilled nursing facility safety net trust fund inconsistent with chapter 74.48 RCW (skilled nursing facility safety net assessments); and

(2) Increasing the assessment solely for purposes of supplanting state general fund payments to skilled nursing facilities.
