Revises local infrastructure financing tool program provisions relating to: (1) Changes to the definitions of "annual state contribution limit" and "public improvements";

(2) Application requirements for sponsoring and cosponsoring local governments;

(3) Conditions for using local infrastructure financing; and

(4) Reports on funded projects.

Delays the expiration of chapter 39.102 RCW (local infrastructure financing tool program).
