Establishes the 2012 jobs now act.

Authorizes the state finance committee to issue bonds for: (1) Local government capital construction assistance;

(2) Water quality and safe drinking water;

(3) Environmental cleanup and restoration; and

(4) Forest to shore restoration.

Makes appropriations.
