Modifies nursing facility medicaid payment system provisions relating to: (1) Financing allowance component rate allocation;(2) Case mix classification methodology--notice of implementation--semiannual rate-setting adjustment; and(3) Facility average case mix index calculation--transition to MDS 3.0 and implementation of RUG IV--cost-rebasing periods.

Expands the definitions of "vulnerable adult" and "financial exploitation" in chapter 74.34 RCW (abuse of vulnerable adults).Authorizes the department of social and health services to share certain reports and findings with appropriate state or local agencies, law enforcement agencies, the office of the attorney general, federally recognized tribes, or other entities or businesses.Authorizes the department of social and health services' adult protective services division to enter into agreements with federally recognized tribes to investigate reports of abandonment, abuse, neglect, financial exploitation, or self-neglect of vulnerable adults on property over which a federally recognized tribe has exclusive jurisdiction.

Authorizes the secretary of the department of social and health services to examine and obtain copies of reports and records of autopsies or post mortems in child fatality review cases.Requires the department of social and health services to consult with the office of the family and children's ombudsman in certain cases to determine if a child fatality review is required.Authorizes the department of social and health services to conduct a review of a near fatality at its discretion.Provides that a child fatality review report is subject to public disclosure.
