Modifies state ferry system management provisions by: (1) Strengthening performance incentives for Washington state ferries managers;(2) Increasing the accountability and transparency of ferry management and operations;(3) Improving service to ferry riders; and(4) Realizing cost savings in the ferry system.Requires the department of transportation to meet or exceed the target performance level for fifty percent of the performance criteria under section 2(2) of the act.Creates the Washington state ferries accountability board to: (1) Determine the department of transportation's progress towards and achievement of the performance criteria; and(2) Establish baseline data and target performance levels for the performance criteria.Prohibits certain managers and their employees from belonging to the same collective bargaining unit.

Requires the office of financial management and the department of revenue to: (1) Perform economic modeling on three examples of economic development legislation enacted during the 2011 legislative session;(2) Monitor the implementation of the legislation and compare the economic impacts to economic modeling; and(3) Compare the economic modeling with the actual results of the legislation and provide a report to the legislature comparing the two.
