Establishes targeted permit streamlining measures, such as creating a category of hydraulic projects that may be conducted upon notification to the department of fish and wildlife which will benefit both the applicant and the department, while providing for the protection of fish life due to the lower risk these projects pose to fish life.Finds that the department and applicant may realize staffing and fiscal efficiencies by using these measures.Requires the department to use the savings from these efficiencies to monitor hydraulic projects and emphasize application review and permitting of hydraulic projects that pose the greatest risk to fish life.Establishes a fee schedule for hydraulic project approval permits to relieve state taxpayers from a portion of the cost of the hydraulic project approval permit program.Educates permittees about how the requirements of the hydraulic code protect fish life to increase compliance with permit requirements.

Provides that the legislature intends that: (1) Out-of-the-family home residential services supporting individuals with developmental disabilities should be available in the most integrated setting appropriate to individual needs;(2) A person with a developmental disability moving from an institution to a community setting has the services and support arrangements needed to meet the person's assessed health and welfare needs; and(3) Children with developmental disabilities be served in home or community settings, not in institutions.Prohibits admission to a residential habilitation center from being considered a permanent placement.Requires the department of social and health services to close Frances Haddon Morgan residential rehabilitation center and the Yakima Valley school and relocate current residents.
