Requires the higher education coordinating board to convene the academic credit for prior learning work group to coordinate and implement the goals.

Requires the office of financial management to work with the higher education coordinating board, the state board for community and technical colleges, and the four-year institutions of higher education to track the number of students receiving academic credit for prior learning and the type of credit awarded at institutions of higher education.

Addresses the delivery of long-term care services relating to: (1) Boarding home licensing requirements;

(4) Conversion of part of nursing home for use as assisted living services; and

(5) Follow to home services provided by a care coach not included in home health care.

Authorizes nursing homes to establish and provide nonmedical care management services to persons discharged to home for up to thirty days following discharge from the nursing home.

Requires the department of social and health services to: (1) Adopt rules to establish postacute care program certification standards;

(2) Convene a work group to identify the chronic and acute care service needs of the region's residents over the next ten years and the existing service capacity of the provider community to meet those identified needs; and

(3) Convene a work group to discuss and identify one or more mechanisms to incentivize nursing facilities to close or to eliminate licensed beds from active service.

Provides financing assistance to local governments to help them respond to the demands for infrastructure improvement, repair, and expansion related to health, safety, and the environment by creating an infrastructure bank that will provide local government with credit support.

Changes the name of the public works board to the infrastructure financing board.

Changes the composition and duties of the board.

Changes the name of the public works assistance account to the infrastructure financing account.

Creates the local infrastructure assistance account and requires the state treasurer, at least twice a year, to distribute money in the account to all counties on the basis of population.

Requires a structure to be established, if an impact on water quality is found, to provide an orderly process to address these impacts through the use of technical assistance and programs available from conservation districts and associated federal agencies.

Authorizes the director of the department of agriculture to enter livestock operations for the purpose of inspecting and investigating conditions relating to pollution of waters of the state.

Requires the department of agriculture, the department of ecology, and the conservation commission to approach the federal environmental protection agency to secure new funding or seek redirection of existing funds for the administration of the act.

Provides a contingent effective date.

Requires the insurance commissioner to adopt rules establishing standards for mileage-based premium rate structures that may be used by insurers to develop mileage-based policies.

Authorizes the insurance commissioner, in consultation with the department of transportation, to develop and implement a mileage-based insurance demonstration project to gain experience with a variety of approaches that offer consumers reduced premiums based upon mileage factors.
