Addresses current statutes and funding levels that limit the department of social and health services' ability to promote vulnerable adult protections.Expands licensing requirements and imposes additional civil penalties for adult family home providers.Requires the department of social and health services to: (1) Use additional investigative resources to address a significant growth in the long-term care complaint workload;(2) Develop a statewide internal quality review and accountability program for residential care services; and(3) Adopt rules to specify criteria on how to apply sanctions with increasing severity.Requires the state long-term care ombudsman to convene an adult family home quality assurance panel to review problems concerning the quality of care of residents and abuse and neglect in adult family homes, and the oversight of adult family homes by the department of social and health services.Creates a separate adult family home account in the custody of the state treasurer to be used only for promoting the quality of life and care of residents living in adult family homes.Provides that sections 501 through 503 of the act are null and void if appropriations are not approved.

Transfers powers, duties, and functions of the department of social and health services pertaining to the medical assistance program and the medicaid purchasing administration to the state health care authority to the extent necessary to carry out the purposes of the act.Requires the secretary of the department of social and health services to enter into agreements with the director of the state health care authority to establish the division of responsibilities between the agencies with respect to mental health, chemical dependency, and long-term care services, including services for people with developmental disabilities.Changes the head of the state health care authority from the administrator to the director.Requires the code reviser to prepare legislation for the 2012 regular session that changes all statutory references to administrator of the state health care authority to director of the state health care authority.

SB 5882 by Senators Schoesler, Fraser, and Conway Determining average salary for the pension purposes of local government employees as certified by their employer. Revises the definitions of "final average salary" and "average final compensation" for purposes of certain state retirement systems to include certain compensation forgone by a member during the 2011-2013 fiscal biennium.
