(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Creates the industrial insurance rainy day account.

Requires the director of the department of labor and industries to: (1) In consultation with the state treasurer and the workers' compensation advisory committee, determine whether there is a surplus in the accident fund or the medical aid fund; and

(2) If a surplus balance exists in either or both funds, notify the treasurer of the amount.

Requires the treasurer to transfer the surplus balance to the industrial insurance rainy day account.

Requires the state investment board to invest and reinvest moneys in the industrial insurance rainy day account.

Consolidating arts and heritage programs for the purpose of streamlining government and improving efficiency.

Creates the department of heritage, arts, and culture.

Creates the office of archaeology and historic preservation within the department of heritage, arts, and culture.

Abolishes the department of archaeology and historic preservation and transfers its powers, duties, and functions to the office of archaeology and historic preservation.

Transfers the Washington state arts commission and the state historical societies to the department of heritage, arts, and culture.

Changes the name and function of the Washington state heritage center account.

Requires the code reviser to develop and submit legislation for the 2012 legislative session that updates and corrects statutes to reflect the changes in the act.

Provides that the sentencing guidelines commission is advisory only and may only advise the governor and the legislature as deemed necessary by the governor and the legislature.

Transfers certain powers, duties, and functions of the sentencing guidelines commission to the administrative office of the courts and the department of corrections.

Enables the public printer to compete effectively by eliminating price caps that make it difficult to recover its production costs, thereby permitting it to set its own prices for individual jobs with the overall goal of achieving long-term financial stability, better use of taxpayer resources, and value for the state.

Creates the public printing revolving account.

Concerning additive transportation funding.


Declares an intent to: (1) Ensure that funding shortfalls in certain transportation programs are addressed;

(2) Provide gap funding for local transportation entities along with roadway preservation for cities and counties; and

(3) Bring fees in-line with costs.

Makes appropriations.
