Suspends certain WorkFirst activity requirements.Prohibits the receipt of temporary assistance for needy families benefits for longer than five years.Modifies working connections child care provisions.Expands limitations on the use of electronic benefits cards.Requires certain businesses to disable the ability of ATMs and point-of-sale machines, on their premises, to accept electronic benefits cards.Provides penalties and enforcement for noncompliance by those businesses.Creates a legislative task force to oversee the WorkFirst program. The task force expires June 30, 2014.Requires the department of social and health services to: (1) Engage in competitive contracting using performance-based contracts to provide all WorkFirst work activities;(2) Use competitive performance-based contracting to select public or private vendors, including partner agencies, to provide services in the WorkFirst program; and(3) Establish an employee incentive program pilot for those employees who work directly with participants in the WorkFirst program.Authorizes the department of social and health services to adopt rules establishing income eligibility for temporary assistance for needy families benefits for certain children.Prohibits the department of social and health services from counting the federal supplemental security income received by a household member in determining income eligibility for WorkFirst or temporary assistance for needy families.Requires the department of early learning and the department of social and health services to explore different options to track subsidized child care attendance.Creates an office of fraud and accountability within the department of social and health services.Requires the state auditor to appoint a fraud ombudsman to audit the work of the office of fraud and accountability.
SB 5927-S by Senate Committee on Ways & Means (originally sponsored by Senators Keiser and Pflug; by request of Health Care Authority and Department of Social and Health Services) Limiting payments for health care services provided to low-income enrollees in state purchased health care programs. Declares an intent to create a legislative solution that: (1) Reduces the cost borne by the state to provide public health care coverage to low-income enrollees in managed health care systems;(2) Protects enrollees and state purchased health care programs from balance billing by nonparticipating providers;(3) Provides appropriate payment to health care providers for services provided to enrollees of state purchased health care programs; and(4) Limits the risk for managed health care systems that contract with the state programs.
