Authorizes the use of high occupancy vehicle lanes at all times by plug-in vehicles that have obtained a permit from the department of transportation, regardless of the number of passengers in the vehicle.

Implementing performance measures and improvement plans for the workers' compensation system, including the occupational safety and health program, to improve administration and efficiency.


Requires the department of labor and industries to: (1) Implement an improvement plan to continuously improve the state's workers' compensation system;

(2) Apply to the Washington state quality award or a similar Baldrige assessment organization for a full Baldrige assessment;

(3) Develop a statewide worker safety and workers' compensation performance improvement plan and a performance dashboard grading program; and

(4) Recognize annually with the governor's workplace safety award the employers, by industry, that are the safest and the most improved with respect to safety and cost.

Requires the state auditor to conduct an audit of the department of labor and industries' workers' compensation and occupational safety and health performance measures, strategic plan, government management and accountability performance, lean implementation plan, and other major processes.

Making a health savings account option and high deductible health plan available to public employees. (REVISED FOR ENGROSSED: Making a health savings account option and high deductible health plan option and a direct patient-provider primary care practice option available to public employees. )

Requires the public employees' benefits board, for any open enrollment period following the effective date of the act, to: (1) Offer a health savings account option for employees; and

(2) Offer a high deductible health plan in conjunction with a health savings account.

Requires the state health care authority to: (1) Include in its provider network for a self-insured health benefit plan a direct patient-provider primary care practice; and

(2) Use best efforts to enroll at least one thousand members residing in King, Pierce, or Thurston counties.

Prohibits direct practices from submitting a claim for payment, other than the direct fee and any other negotiated ancillary costs, to certain plans for health care services provided to direct patients as covered by their agreement.
