Concerning electric vehicle license fees.

Imposes an additional fee of one hundred dollars at the time of annual vehicle registration renewal for electric vehicles.

Provides a contingent expiration date.

Requires the department of licensing to provide notice of the expiration date to certain parties.

Creates innovate Washington as a state agency to be: (1) A collaborative effort between the state's public and private higher education institutions, private industry, and government; and

(2) The primary agency focused on growing the innovation-based economic sectors of the state and responding to the technology transfer needs of existing businesses in the state.

Abolishes the Spokane intercollegiate research and technology institute and the Washington technology center and transfers the powers, duties, and functions to innovate Washington.

Creates the investing in innovation account.

Privatizes the sale of liquor.

Requires the liquor control board to: (1) Close all state liquor stores and state liquor distribution facilities; and

(2) Sell at auction all assets pertaining to the state sale and distribution of liquor.

Provides for submission of the act to a vote of the people.
