Eliminates the disability lifeline program and the disability lifeline housing voucher program.Creates the long-term disability assistance program, the aged, blind, and disabled program, the pregnant women program, and the essential needs and housing support program.Requires the department of social and health services to review the cases of persons who have received disability lifeline-unemployable benefits or essential needs and housing support benefits to determine whether they are eligible for the long-term disability assistance program.Requires the department of commerce to: (1) Distribute funds for the essential needs and housing support program; and(2) In collaboration with the department of social and health services, develop a mechanism through which the department of commerce and local governments or community-based organizations can verify a person has been determined eligible for medical care services by the department of social and health services.Clarifies that enrollment in the medical care services program is independent from the receipt of benefits under the newly created programs.

Expires June 30, 2013.Requires the transportation commission to impose a vessel replacement surcharge of twenty-five cents on every one-way and round-trip ferry fare sold.Requires the department of transportation and the office of financial management to report on certain performance measures.Provides a sales and use tax exemption on fuel purchased by: (1) The Washington state ferry system for use in a state-owned ferry after June 30, 2013; and(2) A county-owned ferry for use in ferry vessels after June 30, 2013.Modifies collective bargaining provisions.Creates the capital vessel replacement account.
