Creates the Washington state college and university system.

Abolishes the council of presidents.

Abolishes the governing boards of the University of Washington, Washington State University, the regional universities, and The Evergreen State College and transfers their powers, duties, and functions to the board of regents of the Washington state college and university system.

Eliminates the higher education coordinating board and the workforce training and education coordinating board.

Requires the governor to appoint the board of regents for the Washington state college and university system.
