Requires schools, beginning with the 2011-2012 school year and to the extent that funds are available, to identify the skills, knowledge, and characteristics of kindergarten students at the beginning of the school year.

Requires kindergarten teachers to administer the Washington kindergarten inventory of developing skills.

Requires school districts to provide an opportunity for parents and guardians to excuse their children from participation in the Washington kindergarten inventory of developing skills.

Requires the superintendent of public instruction and the department of early learning, before implementing the Washington kindergarten inventory of developing skills, to assure that a fairness and bias review of the assessment process has been conducted.
