Finds that: (1) Washington's oil spill prevention, preparedness, response, and restoration laws should be enhanced to more effectively protect Washington waters from the potentially calamitous consequences of oil spills; and

(2) Those responsible for oil spills should provide just compensation to property owners and other persons suffering losses caused by oil spills.
