Addresses the regulation, operations, and safety of limousine carriers.

Authorizes the department of licensing to enter into cooperative agreements with certain cities for the purpose of enforcing state laws or rules applicable to limousine carriers and chauffeurs.

Requires the department of licensing to convene an internal work group regarding the issuance of chauffeur licenses.

Creates the limousine carriers account.
