Authorizes a county to apply to its regional support network on a quarterly basis for reimbursement of its direct costs in providing judicial services for civil commitment cases under chapter 71.05 RCW (mental illness) and chapter 71.34 RCW (mental health services for minors).

Requires the joint legislative audit and review committee to conduct an independent assessment of the direct costs of providing the judicial services.

Requires the administrative office of the courts and the department of social and health services to provide the joint legislative audit and review committee with assistance and data required to complete the assessment.
