Creates the office of program integrity within the department of social and health services to fundamentally reorganize the fraud investigative activities within the department to ensure accountability for beneficiaries, state employees, and vendors.

Requires the state auditor to appoint a fraud ombudsman to oversee and annually audit the work of the office of program integrity.
