Authorizes the department of corrections to collect a supervision intake fee instead of a monthly assessment.

Requires the department of corrections to: (1) Recalculate the term of community custody for certain offenders; and

(2) Serve as the state council for the interstate compact on adult offender supervision.

Requires the sentencing guidelines commission, within funds appropriated for this purpose, to establish and maintain a sex offender policy board.

Transfers the indeterminate sentencing review board to the department of corrections.

Transfers certain functions of the sentencing guidelines commission to the caseload forecast council.

Eliminates supervision by the department of corrections for certain misdemeanor offenders and adds supervision for certain domestic violence offenders.

Reduces the maximum terms of supervision for offenders sentenced under the first-time offender waiver.
