Finds that: (1) In 2009, school finance reform legislation took the first step in the process of redefining the instructional program of a basic education and the new education funding allocation model to be implemented according to a schedule adopted by the legislature; and

(2) The legislature began a process of implementing a revised program of basic education, with the development of recommendations of experienced educators, school professionals, and key educational stakeholders.

Declares an intent to establish a sustainable, long-term financial plan to fund the comprehensive implementation schedule.
