Modifies provisions relating to the medical use of cannabis.

Requires the department of health to adopt rules to create, implement, administer, and maintain a medical cannabis registry as a secure and confidential registration system for qualifying patients, designated providers, collective gardens, and nonprofit patient cooperatives.

Provides sales and use tax exemptions.
